Morning Keynote Remarks: Leveraging Health IT and Big Data for Advances in Military and Veteran Research
The panel will discuss the role of AI and Big Data in improving research, health care delivery, and human performance. Topics center around driving better outcomes using MHS data through unified patient records enhanced by the power of analytics, AI and machine learning. This panel will discuss how health data infrastructure is the foundation for all future advancements and better clinical outcomes promised by advances in AI. This infrastructure will allow undergird AI applications that could enable and expedite critical R&D in areas like Pandemic response, Traumatic Brain Injury (TBI), substance abuse, and the role of wearable devices used for warfighter/soldier readiness.

- Holly Joers. Ms. Holly Joers serves as the program executive officer for the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS). The mission of PEO DHMS is to transform the delivery of healthcare and advance data sharing through a modernized electronic health record for service members, veterans and their families. Ms. Joers oversees and provides guidance to multiple pro gram offices, including the DoD Healthcare Management System Modernization’s delivery of a single, common, federal record; the Joint Operational Medicine Information Systems’ delivery of operational medicine capabilities; and the Enterprise Intelligence and Data Solutions targeting data innovation. Ms. Joers continues to fulfill her deputy PEO role in overseeing acquisition lifecycle management framework implementation, program management, tracking requirements, personnel and resource management, metrics and contract management.

Lunch Keynote Remarks | COVID Lessons Learned: Medical Response, Pharmaceuticals, PPE and Contracting Opportunities
- Colonel Matthew W. Voyles, Director, Medical Supply Chain, Defense Logistics Agency. COL Matt Voyles currently serves as the Director of the Medical Supply Chain, Defense Logistics Agency Troop-Support, Philadelphia. The Medical supply chain supports America’s military every day and in every crisis. We are on call to support warfighters and their dependents around the world, from well babies to wounded warriors. To ensure their basic and critical medical and pharmaceutical needs are met, our support includes surgical items, preventive vaccines, field hospital equipment and even medical supplies for animals.
- Colonel Christopher G. Jarvis, Commander, Womack Army Medical Center (Fort Bragg). COL Christopher Jarvis currently serves as the Commander of Womack Army Medical Center at Fort Bragg, Home of the Airborne and Special Operations. COL Christopher G. Jarvis previously served as the Supervisory Assistant Deputy, Health Affairs for the Assistant Secretary of the Army for Manpower and Reserve Affairs. Prior to assuming this position he served as Commander, US Army Medical Activity Alaska and Bassett Army Community Hospital from July 2016 to July 2018. COL Jarvis is board certified by the American Board of Family Medicine, a Fellow in the American Academy of Family Physicians, and is a member of the Order of Military Medical Merit.
- Colonel Tonya Rans, Chief, Immunization Healthcare Division, Defense Health Agency - Public Health. Col Tonya S. Rans is Chief, Immunization Healthcare Division, Deputy Assistant Director - Public Health at the Defense Health Agency in Falls Church, VA. Throughout the COVID pandemic, Col Rans served as DHA medical SME on COVID vaccination with the Coronavirus Task Force directed COVID vaccine Operational Planning Team (OPT). Following sunsetting of the COVID OPT 30 June 2021, Col Rans continues as Chair, Coronavirus Vaccine Implementation Program Workgroup at DHA where future work includes anticipatory planning for pediatric COVID immunizations, additional vaccination for those immunocompromised, booster COVID vaccine, and military guidance following FDA licensure of one or more COVID vaccines
